However even if the fire department put out the fire, he would still have
some damaged property.  Presumably this was through no fault of his own.

Had I been his neighbor, I would have done everything I could to help him
put out the fire, even if my house wasn't threatened.  That's just called
being a good neighbor and helping people.  Everyone makes mistakes.
Having your house burn down is a big price to pay for a mistake.

But I also can't blame the fire department or anyone for not coming to his
aid especially when he intentionally shunned them.  And I certainly
wouldn't call them cowards or selfish.

It's a bad thing that happened.  Maybe more people will pay the fee and
something good will happen because of it.

**Maybe people will demand the county live up to its responsibility and provide
service.
