Unfortunately you would not be a fireman long.
 
I think had there been a threat to life, they would be morally remiss to not
act.  In that absence, no.

Ok, allow me to clarify. If I'm a fireman and we're there at a fire and some
pencil-pusher says, 'whoa whoa, they didn't pay the fee,' I'm putting out the
fire and letting them figure out the details afterward.
