I agree with much of your post, however it was the Emperor who convened
the Ecumenical Councils that codified so much of the Christian doctrines.

I wonder, was there universal healthcare in the Holy Roman Empire?  I'm
sure there has to be some Bishops writings on the subject somewhere.
