To my way of thinking, I thing the parable of the Good Samaritan is
appropriate here.  So I kind of see the "Christian" value to be an
individual one.  I'm thinking that at least one of those passing by the
victim without helping thought to himself that the authorities should take
care of him.

Yeah, the socialism mantra is so 80's.  Socialism is pretty much dead in
the west.   We live in a corporatist's oligarchy now.  Socialism is only
supported to the extent that it benefits those corporate owners on Wall
Street.
