Yes, it's a good question, and definitely one worth exploring. The sad
reality is that regardless of what kind of system you have set up,
somebody at some point, somewhere along the line, is going to have to
make a financially-influenced decision about when to discontinue care.

This is true whether the health care is being personally funded by the
individual or their family, or by an insurance company, or by a
charitable health care facility, or a church, or a government agency.
Nobody wants to make those decisions, but they have to be made, and it
never feels ok.

For my part, as long as the government is only discontinuing care, and
not actively preventing care from continuing (as funded by other
sources), then I'm okay with it.
