You can lend your own support whenever you want to.  It's when you try to 
lend *other* people's support (through taxes etc.) that you run into 
trouble.  Or at least complications.

Quite so.  And that sword cuts both ways.  I imagine some people might be 
inclined to do less than they otherwise would because "that's the 
government's job", and I imagine that this argument, too, might not get 
very far.
