Yes. He started as a pompous by-the-book inexperienced authority figure who screwed things up royally in Buffy season 3. He became more of a goofy comic relief as he joined Angel half-way through the first season. Through the next five seasons he slowly became more competent and serious. But through a series of difficult decisions with tragic consequences, he also became much darker. (Oh, and thank you, Thom, for convincing me to give BtVS a chance, eight years ago or so.) >> Hmm...
