Internet traffic goes across severel different ports, similar to lanes of
traffic.   Web traffic typically goes across on port 80.  PuTTY uses SSH
which uses port 22.   Because cell phones typically only have web browsing,
they only need port 80.  So the company may decide to limit the type of
traffic allowed especially since tethering is still a hot subject, and
usually not allowed.
