Is that out of convenience or for profit.  Companies hire when they  
think their investment in workers will pay off.  If the demand for  
their products is not there, they will not spend the money on wages,  
but will hoard it...buy other companies, invest it, loan it out.

Some business will, yes.  But it is not a panacea.
