Just a point of clarification. Police are not trained to kill. Police are trained to believe that they should only draw their weapon if they believe deadly force is necessary to protect their life or the lives of innocents. Non deadly force is used when possible, but no officer is ever trained to use a gun for that. If you draw, you have to be prepared to fire, and if you fire you have to be prepared to kill. They are not trained to shoot to wound, they are trained to hit the target, and by target we refer to center body mass. The torso. The largest available target area that will take the target down. By necessity that means a greater likelihood of fatal injury due to the number of vital organs. But even a leg wound can sever an artery and cause a bleed out, so any time a gun is used there is a deadly chance. And that is also why officers who shoot at all face an inquest to determine if deadly force was required, and the shooting authorized, whether or not a life was taken by the officer.
