Including *passengers*?  And would this prevent headset use, too?

What effect, in any, might this technology have on GPS devices?  I ask 
this as one who currently occasionally uses Google Maps on my cell phone 
as a GPS device.  (It doesn't have the 3D directional thing, but it does 
have the blue line with the blue dot -- and no, I don't hold the phone in 
my hand when I'm doing this, I prop it up on the dash.)

Two thirds of those drivers (two thirds of the two thirds, that is) would
