As always, let's keep in mind that Clinton never won a popular majority of 
votes.  He won both elections because the opposition was divided.

To put this another way: in 1992, Clinton was elected with something like 
40% of the votes.  But only half of the country voted in the first place. 
So he had 40% of the 50% ... which is to say, only 20% of the country 
actually voted for him.

So unless these mid-term approval ratings are restricted to people who 
actually *voted* in the previous election, it shouldn't be all that 
surprising that his approval ratings were fairly low.
