Maybe that is up to the person.
 
I will be working and my computer will freeze or slow, and as I am cussing, will
say my computer is retarded.
 
I am not accusing it of having Downs, I am using it as a verb.
 
to make slow; delay the development or progress of (an action, process, etc.);
hinder or impede
 
The real problem is that that definition also applies to people who society used
to call retarded because their development was slow or delayed.  That was
considered a mean word (hypersensitivity) so now we use challenged or whatever.
 
In both cases it is being used accurately.  I am tired of word police for
political correctness.  I am partially deaf due to my work on airplanes for so
many years.  I don’t need anyone to stroke my sensitivities and say I am hearing
impaired.

Hey, i didn't mean any insult or attack.  I thought you would understand that.
 
But seriously... maybe it is not hypersensivity that is the problem.  Maybe our
tendancy to pretend having insults based on actual groups of people doesn't mean
anything is.
