Yes it is, when the two are not even the same person.

If I insult YOU, you have a right to be offended at my choice of words, or even
for my decision to insult you.  Insulting someone is pretty much an intent to
offend anyone.

If I insult someone else, and you take offenses, that is not the same.  Also, if
I say something to them that offends you but does not offend them, that is also
a separate issue.
