The difference is that nobody's proposing banning phones from cars, they're banning the *use* of phones while driving. I imagine if there were a technological way to prevent people from reading books while driving, it would, at some point, be proposed. I'm far too guilty of this. As much as I try to be "good," the siren's call of my blinking Blackberry while driving is often to strong a temptation. And, as much as I like to assure myself that I'm being *extra* careful, and only taking fleeting glances at my phone, I have had several very close calls because of it.
