I'd put the burden of security on each airline.  Not perfect, no  
system of security is, but I think the tradeoffs are better.

And FWIW, I think the fear of air terrorism is overblown. We lose far  
more lives to far more dangerous things in society that are allowed.  
The response is overkill (not to mention ineffective).
