Which they could do without the net neutrality bill. The correlation the author is making is not really there. I know people who have been "penalized" with fees for massive bandwidth useage. The net used to work that way. You used to have "minutes" with most setup, instead of bandwidth. I used to do all my surfing in the overnight hours, because it was "free" with the internet plan my family had. But if we went over the allotted amount of hours, we got hit with extra fees.
With Net Neutrality, they can still cut deals, they just cannot limit your ability to access sites. Isuspect they will continue to penalize Netflix for now, as they have been doing.
