I just read the FBI complaint.  There was a lot of stuff in there I  
wouldn't consider criminal on its own. However, he did post on his  
website a 100k reward for verified "Punishment" of officials.
I think this was just a CYA complaint in case he did something  
violent, at least there would be record of it.
