I think a low income threshold for the flat tax is reasonable.

A flat tax (without anything else in place to mitigate it) is a
regressive tax.  20% of $20K might be the difference between being
homeless and merely living poorly.  20% of $1M might mean you'll want
to wait an extra year before buying that Porsche you've always wanted.

That said, while I can't morally support a regressive tax, I
whole-heartedly support lowering the tax rates across the board if it
means removing the loopholes and simplifying the tax code.  I'd like
to see our tax returns on a single 8x10 piece of paper.
