I don't think we need to argue over the definition of "war".  It is enough 
to quote Obama's own stated opinion as of a few years ago:

    The President does not have power under the Constitution to 
unilaterally authorize a military attack in a situation that does not 
involve stopping an actual or imminent threat to the nation.

He apparently said this in 2007.  I don't know what the context was.  But 
you'll note that he merely refers to "military attacks", not "wars".
