No.  But it does calculate the immediate benefits vs future unknowns/risks.  Its 
very easy to look back and say we should have done something differently, and 
sometimes we should have but in both the Afghanistan, (arming the mujahadeen), 
and Iran/Iraq war we made the right call.  Consider the alternative outcomes had 
we not done those things.
