FWIW, Wikipedia indicates that Perot got 18.9% of the vote in 1992 and 
8.4% in 1996.

Clinton, meanwhile, got 43.0% in 1992 and 49.2% in 1996.

And Bush got 37.5% in 1992, while Dole got 40.7% in 1996.

So, at a glance, this would seem to indicate that 0.6% of the vote went to 
someone *other* than Bush or Clinton or Perot in 1992, while 1.7% went to 
someone other than Dole or Clinton or Perot in 1996.

Also, it would seem that there was an 8.5 percentage-point gap between 
Clinton and Dole in 1996, which was a considerable improvement on the 5.5 
percentage-point gap between Clinton and Bush in 1992.

Nader apparently got only 0.7% of the vote in 1996.  Meanwhile, Harry 
Browne got 0.5%, and a couple other guys got between 0.1% and 0.2%.
