Um, well, make up your mind, then.  Either we *can* do something about it 
("having the support is good") or we *can't* ("won't solve the problem 
either... the poor will always be there").

If we *can't*, then let's not waste money.

If we *can*, then let's not pretend there is only one way to do something 
about it.
