I am not sure it is a 2 answer scenario.  Yes we admit that we cannot save
everyone, but that is not to say we cannot try.

My beef is perhaps that we try to save too many people who actually have the
capacity to save themselves, or the resources available from other sources.

That the government has some fall backs is not necessarily bad  for the
truly needy.  The problem so me is that we have redefined needy to the point
that almost everyone qualifies (practically).

The other side of that is that we as a culture are learning to be dependent
on others to supply rather than strive to survive.   Our entitlement culture
is very much to blame.

Um, well, make up your mind, then.  Either we *can* do something about it
("having the support is good") or we *can't* ("won't solve the problem
either... the poor will always be there").

If we *can't*, then let's not waste money.

If we *can*, then let's not pretend there is only one way to do something
about it.
