It sure does, because they aren't paying much today. Percentage-wise that is. The 180k facebook guy is paying more taxes than banker, who is making his millions investing those FICA dollars in securities and selling derivatives on those FICA dollars and skimming off more than enough commission and bonuses to pay his tax (if he's paying any) many times over.
