Yea, but sadly the precedent is firmly established that not only are states
required to abide by this, so are States, Cities, Counties, Schools,
individuals, businesses, hamsters, wombats...

Because the Constitution is pretty specific on this point:

 

"Congress shall make no law respecting an establishment of religion, or
prohibiting the free exercise thereof." 

 

Nothing about states.
