Which was ... what?  That they didn't believe his claim to have been born 
in the U.S., or that they believed he had been born in Kenya?

Like I say, the latter imposes a more immediate burden of proof on someone 
than the former.  You can doubt without having specific counter-beliefs; 
it doesn't change the fact that the believer being doubted still bears the 
burden of proving the belief that has been called into question.
