Right, well, that's how she sees it, and I guess since she's "inclined
to give him a pass," it's fair enough, but I think that's a very...
um... "female" way to interpret it.

(Yes, I'm aware of how misogynistic that sounds, but I don't really
know how else to say it. I can't imagine any self-respecting man
[particularly one regularly described as "arrogant" by his detractors]
giving a rat's hind-end about what some miniscule group of loonies
thinks about him, much less go out of his way, collecting controversy
along the way, just to stick it to 'em.)

I agree with the first sentence, but feel the second sentence is a real leap.

In other words, I think Obama was as surprised as every other
reasonable person that this silly conspiracy theory gained any
traction at all, and when some major media figure started fanning the
flame, he rolled his eyes, and put an end to it. That's not a
"strategy," it's just what anyone would do.
