I think that's truer of older persons, when the opression was more institutionalized...less true of people who grew up post civil rights. But I think there are people who honesly have problematic attitudes towards race that are clueless on it because they perceive racism as something like Klan Lynchings...
As an aside I am finding interestingis this sudden love of writing things off as a Meme. A Meme isn't a falsehood, yet when people use it in political discussions, that's what they seem to imply.
