No, it depends on how the gov't intended it to mean.  Geronimo was stalked and hunted down while he hid in the mountains of Arizona and Mexico.  If they were drawing a parallel between the Geronimo and bin Laden then I think they may have an understandable reason to be offended.  Native Americans were often considered the terrorists of their day.
