EVs are more efficient than car-sized internal combustion engines... even if the electricity source is a gasoline powered generator. Coal burning power plants fueling EVs are still dramatically better than gasoline powered cars by any measure of efficiency or pollution. As battery technology improves and power generation technologies improve, that particular gap will widen. The VMT tax (as discussed here) sounds idiotic and invasive.
