To me it's not just the issue of "we need to keep transportation tax revenue
steady/growing". It's coming up with such an inefficient and difficult way
of doing so that does not encourage the right behavior.

***I think I object to this being phrased as good and bad behavior.  If I
have a car that only gets 15 mpg that is my business and I have to pay the
consequence in higher fuel prices.   I personally bought a car that gets 38
hwy, but I did so for selfish reasons, not because I wanted to be rewarded
for good behavior.

If our infrastructure needs to be maintained and current revenues are not
enough, we obviously need to raise them. I have no problem with that.

***toll roads do that by making it a use tax specific to that piece of
infrastructure the same as toll bridges do.  I am personally not a fan of
tolling, but I do understand the concept.  

***but the point is that this is again them looking to take money from us
rather than deal with out of control spending.
