Well, if we leave it a simple gas tax, govt is rewarding electric vehicles
by letting them use the infrastructure cost-free. But I'm okay with that if
the behavior benefits society.

The opposite inclination is to create a complicated usage tax which may
encourage behavior that is a detriment to society.

***how would the per mile tax encourage bad behavior?  EV and hybrid
vehicles still save money in gas taxes and still get tax credits.  Is this
just being whiny that their lot in life isn't even better?
