Well, if we leave it a simple gas tax, govt is rewarding electric vehicles by letting them use the infrastructure cost-free. The opposite inclination is to create a complicated usage tax which may encourage behavior that is a detriment to society. ***how would the per mile tax encourage bad behavior? EV and hybrid vehicles still save money in gas taxes and still get tax credits.
