Um, you don't have a constitutional right to police protection.  SCOTUS says 
so.  You're feeling that you do is irrelevant and wrong.   In addition police, 
firefighters, etc. are voluntary occupations, (I'm pretty sure both Pauls would 
be diametrically opposed to the draft - which is a form of slavery), and ones in 
which you are agreeing to be employed to provide such services to everyone.

So now you get to decide on what ethics doctors should have?  Paul makes perfect 
logical sense, especially in addressing arguments such as yours.
