Um, well, not necessarily.  If "saying something" is better than "saying 
nothing", then it makes a big difference whether you say "F--- you!" or "I 
love you" or "Nitwit! Blubber! Oddment! Tweak!".  It does not follow that 
any one of those things was "the best thing"; obviously, some of them 
would be better than others.  And in some cases, saying some of those 
things might, in fact, be *worse* than saying nothing.
