I would say it depends on 3 factors, what is in his
price range, what is the genre of music he plays, and
how many strings does he think he can handle... carvin
makes great basses for relatively inexpensive
amounts... fender, tobias, warwick, can be had for
under 1k,lakland, musicman,  in the 1-2 k range, 
alembic, "F", fodera,dingwall, and a whole slew of
others, if you have an unlimited budget, and depending
on the tone your trying to achive!
