Music theory 101: The diatonic scale goes up the alphabet each letter without repeating.  So if you had a Bb major scale, you would have Bb C D Eb F G A.  That goes up each letter with no repeats.  Yes, the A# note is the same as a Bb note, but an A# diatonic scale would be A# C D D# F G A.  That doesn't make sense as a scale, it doesn't have a B and the D repeats, as well as the A.  
 
That's why it's a Bb scale, and not an A# scale.

That's B FLAT, For God sake, Dont call that A# (A SHARP) If there ever was such a thing in a major diatonic scale  as A# then you could go into a music store and ask for an A# Tenor Sax without them looking at you like you are nuts! It's a Bb Tenor Saxophone!
