If all Daniel suggested fails, try checking the reset circuit, I posted a sort of guide a while ago. Those reset ICs seem to fail from time to time, specially if the you have a dodgy PSU (e.g. unstable Vcc due to bad supply caps). PS before any major repairs, try everything Daniel mentioned, as your problem is likely to be somewhere there. Good luck!
