You don't close shop...
you simply set new members to moderate. It's a setting in the management section. When they join, and it does not affect them from joining, you approve then, let them be. The only time you unset them is when they post something on topic for 1 or 2 times. It's the edit button before you approve the post. Set them to un-moderate and that is it...
95% are going to lurk anyway and never post. So you do nada there at all.

It is very easy and prevents all of these problems. I know, I do it for all my groups.

Join one of my groups and I will make you moderator and show you where the setting is if you want too.

     A number of spammers have been banned and their posts deleted.  It 
  seems to be on the increase lately.  One way to avoid this crap is to 
  set your preferences to no email.  Instead, come to the group to read 
  the latest messages instead of receiving a digest or individual 
  emails.  
     We can't catch all the spam until after it happens, unless I can 
  tell from the spammers name (e.g. [email protected]) before hand.  If 
  you look back at the "Messgages" list, you'll see that all those 
  offending posts have been deleted.  I can also tell you that the 
  authors have been banned.
     The truth of the matter is, however, we get more new legitimate 
  arrivals than spammers, so I don't think we are at the point of closing 
  shop yet.  It's coincidental that you have asked.  I was about to post 
  a message about all the spammers who have been banned in the past few 
  weeks - less than the fingers on one hand, though.
