In fact, many pieces of software do not allow for the sale or transference of the license.
And did you actually read the license? 

Here is the pertinent section:

Seems pretty clear to me.

I'm not going to get into a big discussion about this, and the whole issue of software 
licenses, which some people love to argue about. I just wanted to make people aware that 
you can't sell a copy of Reincarnation/Chemistry according to the license agreement. And 
that if you want a copy of it, you should support the programming efforts of the people 
who developed it, and purchase a copy from them.
