Problem solved.  I was actually doing things mostly right.  However, my sequencer program apparently wasn't sending the right data for some reason.  I also couldn't figure out how to have windows media player play through my USB Midi interface. 

 I downloaded a freeware, very basic sequencer... and it worked.
