The firmware can always be put in a separate package, or downloaded on
demand. Fedora has special repositories for non-free software.

Reading the paragraph about the firmware:

There is a lot of firmware licenced similarly in the Fedora distribution
(e.g. firmware for WiFi devices). So I don't think this should be a
blocking problem.
