I've tried with a different "ogf flc" rules that uses raw PCM and at
least I can confirm that this the flac.exe helper being unhappy with the
ogg encapsulation at track transition, for sure. 

Then I used my UPnP bridge where I can see easily what's happening.
Sending the ogg/flac directly to foobar2000, it happily plays it accross
tracks. Then, going in "process" mode where I decode data like
squeezelite would do, then there is an issue at track transition, but it
does not seem to be the decoder failing, but rather it seems to consume
data and produce no output. I'm adding more traces
