Ok. Now look at the Advanced Properties of your Network connection on
Bad PC 
Change Adpater Setitngs - right click Properties
Then 
Internet Protocol Version 4 / Properties / Advanced / WINS - is NetBios
enabled? 
If this is OFF (Windows updates will turn it off from time to time) then
\\ipaddress type lookups may fail
Enable it
