Frequent power outages at one of my locations as well. I also run pcp 8 (as a server only) with a USB HDD for my library, As @ Groundsman described, things can get weird on recovery, and specific to your case, I almost always have to restart the touch (also reboot the pcp out of habit). Quite a while back I was running with my LMS data on the HDD, and on recovery, the pcp would lose sight of the HDD (and my LMS data, so no LMS start) for some reason. I had to unmount/remount (uncheck apply/recheck apply) the HDD mount in the pcp UI. I have since moved my LMS data to a 3rd partition of the SD card, and that no longer happens. I have also found that on power recovery, when my pcp boots much faster than my isp modem/service, pcp/LMS loses track of "time". That is, pcp looks for time data and the internet is not yet available, so it doesn't get it. The strange symptoms of this are: 1) Radio Paradise FLAC interactive flac streams do not work, and the regular flac streams work but no metadata. 2) The time screen saver on my touch goes black. It's interesting, I actually use this to indicate to me when I come home that there was a power failure/restore, and I need to reboot. 3) I have seen things like you have described, like the touch works, but is on a different page at first. So, after a power restore, I reboot the pcp, and reboot the players - touch, radio, but boom seems to handle it in stride.
