I agree on all your points and, as you might expect, I'll offer an answer
to this question. :)

We should be writing and testing our code to the library/module versions
that are checked in. Likewise, those are the versions that, for the
purposes of the SliMP3 code, an end user installation should be invoking.
Putting our libs/modules (including CPAN ones) first in the @INC in our
code would ensure that both of those goals are achieved.
