What does it say on the screen?  Are you getting the "service unreachable"
message?

If it says service unreachable, then the server is not listening on the
right port (or not listening at all!).

If you're not getting service unreachable, then the server should
definitely be printing something to the log... is it?

AFAIK only a couple people have tested 1.6 on Windows.  It ran OK for me
in Win 98. What flavor of Windows are you running?
