Lots o' bug fixes

Now in CVS:

misc:

- Commented out hard-coded local address. This should be an "advanced
config option" or something. I think very few people will need it.

- Fixed debug verbosity, and timer debugging now defaults to off during
setup. Unfortunately the per-second update still has to show the display
updates - but no biggie.

windows:

- Regular expressions containing $mp3dir were not wrapped in \Q..\E, so
the backslashes were being interpreted as escape chars. Fixed.

- Somehow the drive letter was getting changed from lowercase to uppercase
(couldn't find where). This is a problem if the user enters the drive
letter as lower case during setup, because then the regex doesn't match.
So I just changed setup to make it uppercase.

Everything seems to work fine on Windows now!  Still need to test again on
MacOS.

I hope that dealing with case-insensitive file systems doesn't become a
bigger hassle than it already is.
