Newbie Question - @INC

Sorry for the Newbie question, BUT...

I am getting the following error when trying to start the server via: perl
./server.pl &

The file it is looking for is under the directory:

[root@cartman SliMP3_Server_V2.0]# ll
/usr/local/SliMP3_Server_V2.0/lib/CPAN/ar
ch/i386-linux/Time/HiRes.pm
======================================================

Is the install not setting the @INC correctly, or is something else messed
up with my config?

perl -v gives the following:
