Assuming you're using IE and Windows 2000, this can be turned off through the
"Sounds and Multimedia" Control Panel, not from within IE.

In the "Sounds" tab, scroll down the "Sound Events" list until you get to the
section for "Windows Explorer" (which also covers Internet Explorer).  For
each of "Complete Navigation" and "Start Navigation" in turn: select it, then
from the "Name" drop-down list select "(None)".  You may then want to "Save
As" this scheme under some name of your choice.  Click "OK" and there you go.

(I once helped the barman in a cafe fix this same annoying problem with their
Windows-browser-based music system :-)
